This is the report of their findings and recommendations. The text reflects on past NGO contributions to the work of the UN, reiterates calls for regular status with the GA and also conveys reservations about the use of the Cardoso report as a "basis for policy. They interact with the UN Secretariat, programmes, funds and agencies and they consult with the Member States.
NGO work related to the UN comprises a number of activities including information dissemination, awareness raising, development education, policy advocacy, joint operational projects, and providing technical expertise and collaborating with UN agencies, programmes and funds.
This work is undertaken in formal and informal ways at the national level and at the UN. The final report of the Panel has been presented to the Secretary-General in June NGOs may receive accreditation for a conference, summit or other event organized by the United Nations.
Such accreditation is issued through the Secretariat preparing the event and expires upon completion of the event. Before examining these issues, however, it is important to recall the variety of relationships which have developed over the years and the benefits -- to both the UN and the NGOs -- that the experience of earlier decades has made indisputable.

The Consultative Relationship Despite the many ways in which the non-governmental world interacts with the intergovernmental world, the consultative relationship has remained at the heart of the interaction.
And with the early 90s, and especially following UNCED, the existing pattern of this relationship came under increasing scrutiny. A central issue, of course, is which organizations shall be accorded status at the UN. On this question, the starting point is the criteria set out in Resolution which provides, inter alia: The aims and purposes of the organization shall be in conformity with the spirit, purposes and principles of the Charter of the United Nations The organization shall undertake to support the work of the United Nations and to promote knowledge of its principles and activities The organization shall be of representative character and of recognized international standing The organization shall have an established headquarters, with an executive officer.
NGO Access to the UN
It shall have a democratically adopted constitution The basic resources of the organization shall be derived in the main part from contributions of the national affiliates Category I organizations are large, representative bodies with interest and competence in a broad range of topics; Category II comprises those with competence in only some of the ECOSOC issues; while organizations listed on the Roster are those who can make occasional useful contributions to the work of the Council.
Each category has different rights, with the ability to intervene much greater at the top than at the bottom. The established practice, for an organization seeking accreditation in accordance with these standards has been for it to submit an application to ECOSOC's Committee on Non-Governmental Organizations. Once approved by the Committee, ECOSOC's subsequent approval has, in most cases, been pro forma The same procedure has been followed with respect to the quadrennial reports which each accredited organization is required to submit.
On the basis of these reports, or lack of them, the Committee can recommend to ECOSOC the removal of organizations not meeting the criteria.
They said that civil society organizations should have strong participation in accountability and oversight to achieve the MDGs. Legitimating Global Governance - Whose Voice? The co-director of the Center on Global Counterterrorism Cooperation, Alistair Miller, believes that the UN's cooperation with civil society in Afghanistan has increased on matters of education and human rights, but is still underdeveloped on security-related issues.
Changing relationships between International Non-Governmental Organizations and the United Nations
He explains that this is due to member states' reluctance to share military and law enforcement responsibilities with non-state actors. These groups represent the people living in poverty who are most affected by UN policies. Therefore, the UN needs these groups to address climate change, food security and hunger.
